OpenAI began serving ads inside ChatGPT’s free tier across 31 European markets on Monday, its largest geographic expansion of the ad business since the U.S. pilot went live in February. Germany, France, Spain, Italy, Poland, Sweden, Norway, Denmark, Ireland, and the Netherlands are among the countries now in the auction, per OpenAI’s announcement.
The scale argument is the one OpenAI wants advertisers focused on. On a briefing call reported by Adweek, enterprise CMO Colin Fleming pointed to ChatGPT’s roughly one billion weekly active users and said 20 percent show commercial intent. Adweek also reports ad revenue has grown more than 25 percent since the start of August. That’s the conversational intent opportunity opening for small advertisers in one line: the moment a buyer is asking, comparing, deciding, rather than scrolling.
The on-ramp is the problem. European advertisers can’t buy directly yet. Digiday reports that access runs through six authorized agency partners in the new markets, Publicis, Omnicom, WPP, Havas, Dentsu, and MediaPlus, with self-serve access via Ads Manager expected “later this summer,” according to Search Engine Land. No date attached.
Read the org chart and the product signals, and the enterprise tilt is unmistakable. OpenAI is hiring a San Francisco head of ads enterprise marketing at $374,000 to $415,000 plus equity. The minimum custom-audience size sits at 25,000, which Accuracast group chief executive Farhad Divecha told Digiday means the tool is “only going to be an enterprise client” product in its current form.
Counter-signals exist. Digiday reports the U.S. self-serve tool’s original $50,000 minimum spend has since been dropped. One unnamed U.S. ad executive said OpenAI is building out an SMB team and adding location-based targeting. So the door is opening, just not evenly, and not yet in Brussels or Berlin.
For a small operator in France or Germany the practical read is straightforward. The high-intent inventory is real, the auction is uncrowded, and the self-serve door hasn’t opened. This is the same pattern as continuing consolidation of AI inside incumbent ad platforms: the biggest buyers get first-mover pricing, then the tooling arrives for everyone else once the auction is thicker.
