OpenAI began serving ads to ChatGPT users across 31 European markets on August 24, its largest geographic expansion since the ad pilot began in the United States in February. Campaigns must be booked through Publicis, Omnicom, WPP, Havas, Dentsu and MediaPlus. There’s no self-serve door for anyone else, and no announced date for one.
The pattern echoes the June UK launch: agency partners first, small-business tooling later. Search Engine Land reports that self-service access through Ads Manager is expected later this summer; New Street Research puts the local Ads Manager arrival “in the next 2-4 months.” Both timelines are conditional, and neither is European-specific.
The economic case OpenAI is selling is intent, not reach. Colin Fleming, the company’s enterprise chief marketing officer, told Adweek that ChatGPT now reaches one billion weekly active users, that roughly 20 percent of them show commercial intent, and that ad revenue has grown more than 25 percent since the start of August. Ads run on the Free and Go plans; Plus, Pro and Enterprise subscribers see none. OpenAI describes the surface as one where users “explain what they want to accomplish, what matters to them, and the constraints they face.”
That’s a different unit of demand than a keyword. It’s also, so far, a thin one. Adthena data cited by MediaPost shows ChatGPT displayed an ad on fewer than 5 percent of US searches during the pilot, and never more than one at a time. Retail and fashion drove roughly a quarter of searches but nearly 40 percent of ads shown, a concentration that suggests the auction is still finding its verticals. Victor Batista, senior director of paid media at Jellyfish, called the platform “is [still] very much unproven.”
The broader significance for small advertisers sits in that gap. When Ads Manager opens, the businesses that convert won’t be the ones with the biggest budgets; they’ll be the ones whose offer, positioning and content survive a full-sentence question rather than a keyword match. Owners who’ve spent a decade optimizing for AdWords syntax haven’t, generally, been asked to write for a buyer describing goals and constraints in a paragraph.
