OpenAI will extend its ChatGPT advertising pilot into 31 European markets beginning next week, its largest geographic move since the US test opened in February 2026. Adweek’s list of the initial 14 named countries runs across the continent’s core buying markets: Germany, France, Spain, Italy, Sweden, Norway, Denmark, the Netherlands, Ireland, Belgium, Austria, Poland, the Czech Republic and Portugal.
Colin Fleming, OpenAI’s business marketing chief, called it a “material expansion” and told reporters on a briefing call that ad revenue has grown more than 25 percent since the start of August. He cited one billion weekly active users on the platform, of whom 20 percent, he said, show commercial intent. Tens of thousands of marketers, per OpenAI, have run something on the system since February.
The mechanics are what a performance buyer would recognise: conversion-optimized bidding alongside CPM and CPC, geo-targeting, custom audiences, an OpenAI Pixel, a Conversions API, and third-party measurement integrations. Ads run against Free and Go users; Plus, Pro, and Enterprise subscribers remain ad-free. Initial access is gated through OpenAI’s Ads Solutions team, agency partners, and technology partners, with a self-service Ads Manager expected later this summer.
That gap between announcement and self-serve access is the actual story for smaller European advertisers. The buying surface isn’t open yet; the readiness window is. Founders who arrive with an instrumented landing page, a defined geo, and a tested offer will be first through the door when the Ads Manager flips on. Those who wait for a case study will be bidding against agencies that didn’t.
The Next Web notes that OpenAI’s assurances about private conversations, unsold customer data, and labeled ads are stated principles rather than audited figures. Worth remembering as European regulators, who aren’t known for taking principle statements on faith, begin their own examination.
The commercial context is legible enough. Marketing Brew reports OpenAI is targeting an IPO as soon as Q4 at an $852 billion valuation, a figure that lines up with remarks the chief financial officer made to employees this month and with Anthropic’s own preparations for a public listing. An advertising business, monetising the largest weekly-active audience the consumer AI industry has produced, is the line item that turns a compute-heavy capex story into something a public-market analyst can build a model around. Europe is where that model gets stress-tested.
